The Barber (aka - Liberty Head) Quarter was minted from 1892 through 1916. The designer was Charles Barber and his initial "B" is found at the truncation of the neck of Liberty. The face is that of the Statue of Liberty.
The figure is not of any person, but represents Liberty. They are called Barber dimes after the designer of the coin, Charles Barber.
