They could not vote if their grandfather had not been allowed to vote.
Mainly rich planters and lawyers, business owners. They were the only ones who could vote. Men who didn't own land couldn't vote, women couldn't vote, and slaves couldn't vote.
The colony had its own government with laws guided by religion. The only people allowed to vote were members of the church. In the Massachusetts Bay Colony, if you weren't a Puritan, you had to live somewhere else. This wasn't all bad,because it led to the beginning of other colonies.
Georgia in1943 New York state set the voting age at 18 years old in 1865. At that time, it applied only to white males. The 15th Amendment to the US Constitution, ratified in 1870, prohibited the denial of suffrage based on race, color, or condition of previous servitude. And the 19th Amendment, ratified in 1920, gave women the right to vote as well.
Men could vote in the Massachusetts Bay Colony.
In my opinion, people who are born in the USA can only participate in government. If you think so vote.

I believe it was those who were member's of the church.
Lyman Hall was from Georgia. He was sent by St. John's parish as the lone representative from Georgia to the Continental Congress. St. John's parish was a fiercely anti-British parish. He was admitted to Congress in May 1775. Since he didn't represent the whole colony, he wasn't allowed to vote on issues that required a "by the colony" vote. He was only allowed to vote on more general matters. The rest of Georgia did not send delegates to the Continental Congress until July 1775.

In the colonial government you had to be a landowner to vote and people (blacks) who didn't own land didn't have the right to vote
