Like Hawaii, Alaska does not border any of the other states. The last two states to join the union were Alaska and Hawaii, both of which joined in 1959.
Union simply means one nation under the branch of the United States of America, and does not necessarily imply a reference to the states which had not seceded during the US Civil War. In 1928, there were 45 states in the United States of America.
