In average condition nearly all of its value is due to the coin's silver content. It will retail for about 1/3 of the price of 1 ounce of silver and will change along with the price of that metal. Uncirculated and proof versions are worth more.

The 1963 Franklin Half is the last year issue and highest mintage of the series, only very high grade well struck uncirculated coins are valued above the silver content.
It's worth about $10, and using both "value" and "worth" in the same question is redundant.
