"JS" isn't a mint mark, it's the monogram of the coin's designer John Sinnock.From 1946 to 1964 the mint mark position on a Roosevelt dime was on the back next to the base of the torch.Please see the Related Question for more information.
10 cents. It is struck in copper-nickel and unless it is a proof coin or in a special mint set, it has no collector premium just like any other dime struck after 1964.
There can't be a 1964-S Roosevelt dime because all coinage at the San Francisco Mint was suspended from 1956 to 1964 inclusive, and they didn't resume use of the S mint mark until 1968. You may be looking at the initials "JS" on the front of the coin - those are the monogram of John Sinnock, who designed the dime. Remember that up till 1964 Roosevelt dimes had their mint marks on the back side of the coin, at the bottom of the torch, and further that Philadelphia coins didn't have mint marks back then. The mintmark ( if it has one ) on Roosevelt dimes from 1946 through 1964 is just to the left of the bottom of the torch on the reverse of the coin.

Make sure you didn't miss the mint mark on the reverse of the coin somewhere on the bottom middle, left of the column like thing. If there is none, it is accually the same price as a 1964D
The "D" indicates the coin was produced at the U.S. Mint branch in Denver, Colorado.
