They must know and understand the Constitution of which they swear by oath to uphold. They must understand that law is not made it is discovered, and the downfall of a nation can be predicted by the number of laws that have been written. They must know and understand their jurisdictional boundaries and if they hope to write meaningful legislation they're better served by understanding that if the law shows no respect for the people, then the people will show no respect for the law.
The qualities of a good representative is someone who listens to the people that elected them. They will lobby for bills that benefit their constituents and vote down bills that don't. They will hold meetings to keep in touch with the wishes who they represent.
