∙ 14y agoI'll bet it is an "I" and an "S": International Silver bought the rights to use the [Eagle] Wm. Rogers [Star] stamp in 1989, and I have some flatware made in 1938 which has "[Eagle] Wm. Rogers [Star] sectional IS" stamped on the back. ("Sectional" refers to heavier plating on areas receiving heavier wear.) Check http://www.replacements.com/silver/INS.htm#5 for photos of a huge number of silverware patterns - I found mine!

The word COPY should be a very large clue telling you that it's, uh, well, um, a copy.
The obsolete gold coins that have an eagle on the reverse are: $20 Double Eagle-$10 Eagle-$5 Half Eagle-$2.5 Quarter Eagle. The American Eagle gold bullion coins also have "Eagle" reverses.
There is only one denomination of a Double Eagle and it's $20.00 $10.00= Eagle $5.00= Half Eagle $2.50= Quarter Eagle
