The Central Intelligence Agency (CIA) was formed in 1947. The CIA reports to the Director of National Intelligence and is the only independent intelligence agency in the United States.
The "Father of the CIA" was US Army Major General William J. Donovan, who formed and headed the OSS during WWII.

The CIA was formed in 1947, when Truman was in office, by the National Security Act of 1947. However, the predecessor to the CIA, the Office of Strategic Services, had been around since 1942, when Franklin Roosevelt was president. Roosevelt was rather more directly instrumental in the founding of the OSS than Truman was in the founding of the CIA.

After the Bay of Pigs disaster, President Kennedy formed the 303 Committee. This was a mechanism to have control over CIA activities. Despite this, the CIA continued to shelter its activities in Southeast Asia.
The OSS (office of Strategic Services) was the predecessor organization of the CIA that was formed during WWII. It was disbanded at war's end. but recreated as the CIA (Central Intelligence Agency) in 1947 by President Harry Truman. The CIA is charged with gathering foreign intelligence. The FBI (Federal Bureau of Investigation) is charged with the responsibility of gathering domestic intelligence, and investigating Federal crimes.
