I do not know what ranking list you are asking about. Usually Pierce is ranked ahead of Buchanan if you only rank presidents who served a full 4 years. He gets low ranking because he did not attempt much of any note and what he favored did not work. Particular failures were the Kansas-Nebraska act and his efforts to annex Cuba.

This list only contains FOUR presidents. In chronological order, it goes Fillmore, Pierce, Buchanan, Lincoln. Before Fillmore was Taylor, and after Lincoln was Johnson.

Perhaps Daniel Webster leads (and should lead) the list of historical notables who represent New Hampshire. Horace Greely would make the list and Robert Frost who more or less adopted the state is worthy of mention as a side-bar. Franklin Pierce fails to make honorable mention as a US President and the inventor of Tupperware is often included as a person of note.
