There are a number of stated reasons. One is that he was just considered totally ineffectual. He really didn't accomplish anything.
Some say it was because he was the first "Process President." A Process President is one who puts more emphasis on how things are done than what is actually accomplished.

It is usually agreed by historians that he had a failed presidency mainly because of the poor economy as well as the Iran crisis where his weakness lead to the fall of Iran. The Reconstruction Era was ongoing, however, as Ulysses S. Grant (one of the Union's greatest generals and the U.S.'s worst presidents) entered office and the "Era of Forgotten Presidents" or better known as the "Gilded Age" began.
Who told you that would be the case? It is very difficult to measure how good a President will be until long after they have left the office. For example, Harry Truman left the office in disgrace, but he is now considered one of the greatest presidents of all time. That is correct. For all his mistakes, he will probably still be edged out by Jimmy Carter. Carter was a governor with executive experience and still made extraordinarily bad judgement calls regarding the economy and foreign policy. Obama's poor decisions can be chalked up to simple inexperience and a bad choice of advisers.
