Two reasons: longevity (which means they've been in the Army long enough to grow mold), and familiarity. You don't earn a medal for doing something worthy of a medal. You earn one because your commander found out you did something worthy of a medal. Officers are more likely to earn medals because their commanders know the things they do more than they know the things enlisted people do. Also, many of the medals an officer holds are "end-of-tour" medals - if you do a great job in an assignment, your boss will thank you by awarding you a medal before you leave. If you've been in the Army twenty or thirty years, you'll have been in a lot of units.
This doesn't mean enlisted people can't earn a lot of medals. Sergeants major and master sergeants almost always have a lot of medals.
