Yes, he was. The election was interesting because Bush lost the popular vote and there was a big flap over the certification of the election returns in Florida that eventually was settled by the Supreme Court,

  • Many people liked the way he responded to the 9/11 attacks,
  • Many people thought he was more likely to keep expenses and taxes down.
  • His opponent was a Catholic opportunist , who changed his name to appear Irish and dumped his first wife to marry a rich heiress. Bush seemed more like a decent family man.
  • Attacks on Kerry's war record, whether true or note, probably hurt him

(Literally, because he won the majority of electoral college votes.)

There were two main reasons:

  1. He had been the vice-president to an extremely popular president in a time of relative economic prosperity and, due to Reagan's age by the end of his second term, had an unusual amount of experience for a Vice-President.
  2. He wasn't Dukakis. Dukakis had a number of image problems, among them that he seemed cold and aloof. He also had (as governor of Massachusetts) vetoed a bill prohibiting weekend furloughs for prisoners convicted of first-degree murder; one such prisoner escaped during his furlough and raped a woman in Maryland. Negative "attack ads" focused on this and painted Dukakis as "soft on crime".

In the end, it wasn't even particularly close; Bush won the popular vote with a significant majority (he defeated Dukakis by a margin of over 7%, which is HUGE by US presidential election standards) and dominated the electoral vote 426-111.

False, Bush was officially declared winner in Florida. This gave him enough votes in the Electoral College to win the election, but he had a smaller popular share then Gore.
