The purpose of Roosevelt's four freedoms was an effort to transform the thinking of Americans about what freedom is in the face of world war. The first two freedoms are freedoms TO do things that are the fundamental freedoms that our country was founded on and thus propose no new thinking. The new thinking was the last two freedoms FROM things; freedom from want and freedom from fear. These two amount to promises from the government.

First the freedom from want is a promise that the government should satisfy the wants of its citizens. It presented a fundamental change in the philosophy of government from one of providing strict justice to one of care-taking. The harsh reality of justice was unappealing to FDR who saw the wealth of the nation and the disparity thereof among the people. He saw the potential for the use of the power of the government through taxation to homogenize the wealth of the population allowing all to take part in the wealth of the nation independent of their role in bringing it about.

Second, the freedom from fear concept came about after witnessing the blitzkrieg and the awesome military power that had sprung up. Never before had such power struck so quickly conquering so much. FDR realized that although he would use that same power to repel the axis powers it was a sad reality for mankind. Thus this new freedom was designed to quell nations' implementation of technology toward advancing their ability to project power around the globe within hours. Sadly, though this freedom was adopted by the UN, escalation has never ceased and our global reality is one of cold war and terrorism.
