Maine and Nebraska are the only states that do not award all of their electoral votes under multiple-winner plurality. Electoral votes are broken down by state. Each state gets one electoral vote for each member of it's Congressional delegation. For instance, Tennessee has 9 Congressmen and 2 Senators; therefore, Tennessee has 11 Electoral votes. South Dakota has 1 Congressman and two Senators; therefore, South Dakota has 3 electoral votes. Only U.S. States and the District of Columbia get electoral votes. Territories (like Puerto Rico) are not awarded electors, although they do participate in the primary process. The total number 538 comes from the fact that there are 435 Representatives for all the states and 100 Senators. The District of Columbia has no Representatives or Senators but it has been give 3 electoral votes anyway. That is why the number of electoral votes is 538, whereas the total number of Congressmembers is only 535.
I'm not sure if this will answer your question: A political candidate who has been elected president is called the president elect or incoming president. He can officially take office after being sworn in. This is called the inauguration which is Janurary 20th. Until then it is still occupied by the current outgoing president.

All but two US states use this winner take all system in the presidential election.The alternative would be to split the votes proportionally in some way to reflect the popular vote. For example if a state uses winner take all and has 21. electoral votes, a candidate who wins the state by just one vote gets all 20 of the state's electoral votes. The congress has two parts that determine the number of electoral votes a state can give. House of Representatives can have many and the Senate has two. an electoral vote is a vote cast by spcial representatives for your state. This person has gone through an electoral college. when you vote you do not actually vote . your vote goes to the section called the popular vote. The electoral votes are what decide the election. however you do elect your state's electors. However, most of the time the electoral vote goes with the popular vote. In some cases it may not (check Abraham Linclon's election).
Very confusing. Let me try to explain. Things are different now than when the US was first formed and the first presidents were elected. Back then, the man with highest votes became the President and the man with second highest was the Vice President. Now when someone votes for President they are not actually voting for the candidate. But they are selecting a group who will attend the Electoral College and cast a vote for the candidate. Each state is allowed a specify number of represenatives for the Electoral College based upon population and they must vote for the candidate. The Electoral College meets later to officially cast the vote for President but it should reflect the poll results. Who knows why they do it this way.
