During much of President Bush's administration, congress was controlled by Republicans. That changed, however, with the 110-111 congress (Jan-04,2007 - Dec-22,2010), at which time, both the house and the senate now had a majority of Democrats. But although Barack Obama had a Democratic congress for the first year and a half of his presidency (Jan 2009 to Nov 2010), that changed in the 2010 midterm elections. Ever since Jan-05, 2011, the 112th congress was divided: it had a majority of Democrats in the Senate and a Republican majority in the House.
President George W. Bush had a Republican-controlled congress for the first six years of his presidency. Then, the Democrats took control of congress in 2006, so when President Obama took office in 2008, he was working with a Democratic House and Senate. (It should be noted that this did not last; in the 2010 mid-term elections, the Republicans won control of the House, while the Democrats maintained control of the Senate.)
The Democrats did not have majorities in the House and Senate for very long-- about twenty-two months total. Mr. Obama took office in January 2009 when both the house and senate were majority Democrats. But by November 2010, when the mid-term elections took place, the House changed control to the Republicans. And the Democrats still maintained a slim majority in the Senate.
The GOP controlled the house and senate for first 6 of 8 years. The last 2 were controlled by the Dems.
Senate
In 1917, under the 65th United States Congress, the Democrat party controlled the U.S. Senate, and a coalition - includingProgressives and Socialist party Rep. Meyer London gave the Democrats a majority in the House.
The two chambers of the United State Congress are the Senate (following recent November elections, under a Democratic majority) and the House of Representatives (after elections, under a Republican majority).
Barak Obama
It was written for the Senate and the House of representatives.
The recent 10% tax approved by Congress under the Obama health care plan takes effect as passed. There are no other bills in the House or Senate presently .
