No one. No one can take money from your checking account without your consent. This rule is not only in Florida but also applicable throughout the world.

But, if you have a standing agreement with anyone wherein you have given them the right to debit/take money from your account by signing an automatic funds transfer form then they have the right to take money from your account without getting your consent every month.
