It depends on what you are talking about. If your talking about preparing for the SEALs then you can train anywhere. Just do Basic Physical workouts. But remember SEAL training is the most intense training program in the world mentally and physically!
Boot camp location for Seals is no different than the rest of the fleet. There are some "Divefarer" companies in boot camp, in which recruits for Seals, EOD etc, are segregated from the rest of the recruits. Training for these companies has an increase in physical training.
Recruits for these companies, should you pass medical exams, physical exams, etc, are guaranteed a shot at BUD/S. However, if you do not, you're are an undesignated seaman, and at the mercy of the Navy as to where you'll end up.
