From what I have read from several sources of media president bush physically leaves the White House mid morning. At that point all of his bags are packed and its a done deal. The actual transfer of power happens at 12noon when Obama is sworn in. So President Bushes last minute is at 11:59 am est 1-20-09 AD. President Obama is officially the president at 12:00 pm est on 1-20-09 AD. In the interim President Bush is still in control until noon. I am sure he is surrounded by some of his staff , "The football" and heavily secured.
