It was signed before the northern states (The Union) had full governmental authority and control over the southern states (The Confederact) but it did, once the outcome of the War between the states was decided.

it didn't end slavery.

Four confederate states remained plagued with Slavery, he freed all and some of the States that were in rebellion against the Union.

No, it did not...........the emanciplation proclamation was given on January 1st, 1863, but the war did not end until April 9th 1865, at Appomattox Court House...........
