President Franklin D. Roosevelt authorized the internment with Executive Order 9066 .
During WWII the Executive order 9066 was authorized by FDR. It let the military confine all Japanese into internment camps.
Franklin D. Roosevelt, by his authority as President of the United States and Commander-in-Chief, authorized and directed the Secretary of War to take any action he deems necessary to enforce Executive Order 9066. FDR signed and issued the presidential executive order during World War II as a response to the Japanese attack on Pearl Harbor and the Niihau Incident (both occurred on December 7,1941).
An Executive Order comes from the President. Laws are passed by Congress.

Truman's Executive Order 9835
President John F. Kennedy established the Peace Corps by Executive Order on March 1, 1961. Congress authorized the Peace Corps with passage of the Peace Corps Act on September 21, 1961. On September 22, 1961, Kennedy signed the congressional legislation creating a permanent Peace Corps.
An Executive Order CAN can be nullified if it's proven unconstitutional.
