Chester A. Arthur never ran for President. As Vice-President, he took over the Presidency when President James Garfield died, a couple of months after being shot. Due to poor health, Arthur did not seek the Republican Presidential nomination for the 1884 election, so it went the James Blaine (I think he had been Secretary of State). Blane just barely lost to Grover Cleveland.
Chester A. Arthur succeded to the office of President after President James Garfield was assassinated.
The death of President James A. Garfield made Vice-president Arthur the President.

Garfield's assassination by a disappointed office seeker, together with action by his successor, Chester Arthur. helped advance the civil service act which reformed the way government jobs were filled. There may also have some improvements in the President's persona security
Chester Arthur was associated with the Stawarts, based in New York . His nomination for vice-president was secured by the Stalwarts, who were a faction within the Rebublican Party, led by Senator Roscoe Conklin. They favored traditional machine politics, which relied on political patronage. They contended with the "Half-breeds" for control of the party. The Half-breeds wanted political reform and civil-service to replace patronage and got James Garfield nomininated for President. Once Arthur became President, he virtually deserted the Stalwarts and worked for civil service reform, which cost him the nomination for president 4 years later.
Because he wanted to follow his cousin lead as president.
