This is not something that Congress has to vote on. However, there is a lot of opposition to the idea- if it goes into effect, I would expect Congress to at least consider some legislation about it.

That would depend upon the subject of the debate.
If one state attacked the other, it could cause another Civil War. States would most likely either debate it out in Congress or cause a war.
A debate would be the civilized argument on a certain subject with 2 sides. A diplomacy is the solution or negotiation that the debate would lead to. :)
Because each time a new state was admitted to the Union, there would be the same debate over whether it would be slave or free, and the effect this would have on the voting balance in Congress.
I work for Enterprise and I certainly haven't heard that rumor. If Hertz were going out of business, I would expect it to be the talk of the industry.
