It was a speech by President Franklin D. Roosevelt to a joint session of congress the day after Pearl Harbor was attacked by the Japanese. The attack took place on December 6, 1941 and Roosevelt said it was a "day of infamy". He also declared war on Imperial Japan in that speech.

Yes it did. The Japanese attacked Pearl Harbor on December 7, 1941. On December 8 US President Franklin D. Roosevelt addressed a joint session of the US Congress and asked for a Declaration of War against Japan, and Japan only. Congress then voted for war against Japan. On December 11 Germany, Japan's ally, declared war on the US, followed shortly thereafter by Italy.
Each year, the Congress has two sessions unless the president calls a special session of Congress. Every two years, a new meeting of Congress assumes office. Currently (December 2, 2010) the second session in 2010 of the meeting of the 111th Congress is conducting business. In January 2011, the first session of the <newly-elected> meeting of the 112th Congress will begin.
The 2015 session of the 114th Congress began on 6 Jan. The end date has yet to be determined, but most sessions end at some time during December.
