Crimianls by their very nature do not obey laws so it doesn't matter to them whether guns are banned, rationed, "smart" or not. They will always find a way to get one. If they can't, they'll fall back on bats, knives, rocks or fists. However, in any case, they get their guns illegally, smuggled or imported by the Black Market, so the US can have the strictest laws ever, and criminals will just get whatever kinds of guns they want ILLEGALLY. Afterall, criminals DO NOT buy guns at gun stores, only the law abiding citizens do, targeting gun stores and gun shows, is targeting the wrong places. If you want to lower gun crimes, dont target gun stores, instead go to the source of the problem and look at the Black Market.
