The answer to this would depend on the person speaking. Nixon is perhaps most notorious for his part in the Watergate scandal, but one of his more positive legacies was the opening up of the U.S. to trade with China. In addition, he also instigated the end of the Vietnam War, although this was done in a very roundabout way and led to the war expanding and intensifying for several years before it came to an end. He also presided over the start of the SALT II arms control talks with the USSR, in 1969.

President Nixon was known for opening detente with China and for ending the Vietnam war. But most of all, Richard Nixon was known for being the only president to have to resign the office. He did it because of the likelihood of being impeached by the U.S. Senate for high crimes and misdemeanors. He oversaw the cover-up of the Watergate scandal. He was a paranoid, petty, vindictive liar, and he got caught at it. He was pardoned by Gerald Ford, his vice president, so we will never know what he did or did not know about the criminal activities done in his name by his White House staff.
