OSHA does not have jurisdiction at private residences, only business and workplace environments. Residential building requirements are primarily the responsibility of local government, i.e. state or city government. That said, there are national organizations which develop standards, e.g. the National Fire Protection Association, and those standards are widely adopted by local governments.
