Writing a check that has insufficient funds to cover it is actually a criminal offense. However, to be prosecuted for it realistically, you probably have to be doing it repeatidly and intentionally.
A bank does NOT have to pay a check that does not have funds to cover it and if they deny payment your problem is with whom you gave it to. (The bank may charge you a fee for even having to deny the check).
They may pay it even though you don't have funds, as a customer accomadation...especially if your a known bank customer and it appears to just be a mistake...forgetting to move funds over or such. In which case, apologise profusely, thank them for covering you, and deposit the needed $ ASAP...probably get hit with a fee too.

Hopefully the accountant has a partner who can continue the business. If not, then hopefully the accountant has put in place procedures to get the client their private information back. Worst case, lawyers may be needed to see that these things occur.
