The senate is more of a collective group of people to pass bills while the governer (alone) can veto or pass bills laws etc

A simple majority ( 51 votes if all vote) will pass any bill in the Senate. (Please note that all tax bills must originate in the House.)

The scheduling of bills in the Senate is left up to the Senate majority leader.
The Senate Majority Leader has several responsibilities inducing working to try to pass the party's programs, and choosing the order in which bills are debated. The Senate also has a Minority Leader.
