Having served as a foreign volunteer in the US Army, I can tell you. You must be an established permanent resident of the United States, and you must declare an intent to obtain United States citizenship. This does not guarantee that you will be able to enlist, however, as there is a specific list of countries for which the US Military may and may not accept citizens of. Your local Army recruiter is better suited to explain this to you in greater detail.
