Originally the Constitution get each state Legislatures the power to select the senators from each state.
Each state is broken down into districts. There are two "U.S." senators for each state, but there is also one "State" Senator for each district. Idaho, for example, is broken into 35 districts giving a total of 37 senators for the legislature.
