He was strongly against the war, as he was not exactly friends with John Adams, a Federalist, very strongly pro-navy because he was a merchant with a fleet of ships. As he became president, he was the brainchild of the Gunboat Act after the Barbary Wars in which gunboats were needed. Gunboats are tiny ships of ten men who hurl huge mortars into fortified cities. Anyways, the gunboats were a great idea, but never were successful in the War Of 1812. Thus they were a big loss for the American government. Lots of money were spent. Anyways, when Adams and Jefferson became older and saw the navy's success in the War Of 1812, he warmed up to the navy.
