Slavery was legal in the border states. However, since they did not secede to join the Confederacy, they were not included in the Emancipation Proclamation.
The Conflict is that the Border States were not included. The compromise was that when the North finished the Civil War it would be a simple matter to declare all of the US as slave free.
After the bloody Battle of Antietam, President Lincoln issued the Emancipation Proclamation which included that all slaves held in the rebellious territories shall be free.

Missouri, Kentucky, Maryland, and Delaware. Slaves in these states were not freed till after the US Civil War; not even by the Emancipation Proclamation. These four states were the slave border states and purposefully not included in the Emancipation Proclamation. US President Lincoln could not risk having these states join the Confederacy.
In the United States, slavery was brought to end by the emancipation proclamation of President Lincolon and Thirteenth Amendment to the United States Constitution which ended slavery in the United States in 1865.
