Franklin D. Roosevelt supported China and Great Britain during the war and made munitions. From 1933 to 1940 he remained neutral and stayed out of the war. He was anti-war for the country as they were recovering from the Great Depression.

The antiwar sentiment was very strong in the United States and FDR couldn't join the war without a valid reason. In December 1941, Japan attacked the Pearl Harbour naval base. This caused the United States to declare war on Japan. Germany and Italy subsequently declared war on the US and so FDR was able to join the war.
