In February 1999, Clinton was acquitted at his Senate trial of charges of perjury and obstructing justice, so technically he was not guilty.

Forty-five Senators voted he was guilty of perjury, and 50 voted he was guilty of obstructing justice, so about half of the Senate interpreted his actions as satisfying both impeachment charges.
