This can be both a local and Fedeal offense. Best thing to do would be to go to your local post office and ask to speak to the Postmaster. The US Postal Service has its own police and investigatory arm. You can notify you local police as well. In both cases it would be best to be armed with some kind of evidence. Photos, video, witnesses, etc.

There are three different types in Germany, the East Ampelmaennchen (female and male) used in the GDR, the West and the modern type.The east Ampelmaennchen is much loved and it's one of the most recognizable symbols for the GDR. People don't want to loose it and don't want it replaced by either of the other two.
