I guess I'll answer my own question.
Parties allocate members to committees to maximize the joint utility of its members, taking into account how the committees' memberships affect the legislation adopted by the legislature.
The more members from one party in a committee, results in the party getting what they want done.
The political parties help to elect the candidate that they want for office. Then, during the preliminaries, the members of that party will choose people to go on to the next round, sort of like a bracket in March Madness. Also, being affiliated with a major political party, such as republican or democrat, will make a much better chance for the person running to be elected.
