While there may be an exception to the rule someplace at sometime, the general rule is: Guerrilla armies fight (or exist) because they are not strong enough to take on a regular army in the regular way. Another words, if a combatant does NOT have a regular standing army, then they revert to guerrilla warfare. During the Viet War the only enemy standing army (regular army) was the NVA. The NVA had tanks, flamethrowers, artillery, uniforms, rank structure, supply chains, and training; all relative to the US military. The VC were a highly organized guerrilla army but were not trained, uniformed, nor equipped with tanks and artillery as was the NVA. Therefore, the VC cannot be compared to the US military as they were not a formal standing army. And being such a guerrila force and lacking the equipment/weapons which standing armies possess, no they would not be stronger than the US military.
