A two-thirds majority vote in both the House of Representatives and in the Senate is required to override a presidential veto.
The Legislative branch (Congress) can override the President's veto on a bill with a two-thirds vote from both the Senate and the House of Representatives.
A bill, such as the cap and trade carbon bill, has to go through the House and Senate, before ending up on the Governors/Presidents desk, where he can sign it into law or veto it. The House and Senate can overturn a presidents veto with enough votes.
A vetoed bill must be passed by a 2/3 favorable vote in both houses of Congress in order to become law. If everybody votes, this means 290 votes in the House and 67 votes in the Senate.
The Senate can defeat a bill with 51 votes.
