In both the US Congress and the Texas Legislature, it's those bodies' rules which govern filibusters.
In the US Congress, current rules allow a Senator to talk endlessly about a bill or until the Senate votes to invoke Cloture which takes at least 60 Senators voting for Cloture. Once Cloture is invoked, further debate on the bill by all Senators is limited to 30 hours.
In the Texas Legislature, Senators can also talk endlessly on a bill, but they must remain at their desk, upright, and their words must be reasonably related to the bill. There is no Cloture. To end a filibuster, a majority of Senators must approve a point of order which is an allegation that the Senator who is filibustering violated a filibuster rule.

One body of the legislature is the senate and the other is the house. The legislatures of all the states but one are bicameral. The English Parliament is bicameral. One house is Lords, the other commons.
It means how many years a representative serves in the legislature (Congress or a state legislature). It is equal to the time between elections, although the representative-elect will not take office immediately after the election.
The US President is not a legislator. He plays no role in Congress. This is one of the big differences between the US Constitution and a parliamentary system in which the Prime Minister is the leader of his party on the legislature.
