Article I, Section 8 of the Constitution, which lists the various powers of Congress, begins: "The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States".
Section 8 also provides Congress with the powers to "To borrow money on the credit of the United States" and "To coin Money, regulate the Value thereof, and of foreign Coin...".

The president does not have the power to raise the debt ceiling . He has no power to borrow money and not really any power over spending-- only the Congress can do that. The president can only spend money that Congress has appropriated to be spent, although Presidents have been known to withhold funds that Congress has already appropriated.
House of Representatives is the only house to introduce bills to raise money.
