He can help Congressmen keep their seats by campaigning for them and by sending discretionary funds to their districts and he can punish those who do not follow the party line.
He directs federal law enforcement and can order selective enforcement which in effect changes the law. He can set priorities about which laws and which parts of laws federal agents should concentrate on enforcing. He can affect state laws by getting the justice department to files suits to question their constitutionality.
