But in general, in order to qualify for federal or grants from private foundations for something like a horse sanctuary, you will need to be recognized by the IRS as a tax exempt nonprofit organization, or a 501(c)(3) organization. This entails you creating a nonprofit organization per your state guidelines, registering that organization with the state, then submitting your bylaws, articles of incorporation, and application for 501(c)(3) status to the IRS for approval.

After you are a a bona-fide tax exempt nonprofit, or public charity, then you can seek grants for whatever project or program you wish to go after. Now, federal grants tend not be for smaller type organizations doing something as specific as you are describing. They tend to be for projects and programs that address broad national issues or will contribute to larger national policy issues. You can search by keyword for federal grants on www.grants.gov.

For small and new nonprofit organizations, your best bet is to go to community foundations and private foundations in your state, city, and local area. But even then, you will need to show that 1) there is a need for your program or project, 2) there is a gap of services and thus a need for your organization, 3) that you have a board of directors that have financially contributed to your organization and for the project in question, and 4) your organization is financially healthy enough to properly be good stewards of any grants given.
