The number of congressional districts for each state is determined based on the population recorded by the official census made every 10 years. Since the total number of districts remains fixed at 435, the number of districts a state has is increased or decreased according to relative changes in population.
If the number of districts changes, the boundaries of the districts must be changed and the state legislature draws up the new boundaries. This redistricting provides the opportunity for a great amount of political manoeuvring. The party in control of the legislature tries to adjust the boundaries so as to win the largest number of districts for their party. There is a special word, gerrymandering, for this art of political redistricting . Some techniques are more subtle than others.
The country is divided into 435 congressional districts. In November of every even-numbered year the voters of each congressional district elect one U.S. Representative. If that person leaves office mid-term due to death, resignation or expulsion, a special election is held in the affected congressional district to replace him/her.
After every U.S. census the number of congressional districts per state is redetermined to keep it as close as practicable to the percentage of the U.S. population per state, but no state may have less than one congressional district.
