Nobody..congress is there so that the President doesn't gain too much power but Congress doesn't hold all the power either..
An example of Congress having too much power is the fact that they can impeach even the president. The Congress is the part of the legislative branch of government.
In this act, congress states that the president had too much power in sending troops over seas. They decide to limit the power of the president.
One way congress can limit the power of the president is by refusing or accepting who the president nominates for the Supreme Court. Congress can also veto a bill the president passes if they get a two thirds majority vote.
Because congress didn't assign too much power to the president
Here are a few, I am sure there are more. Congress enacts the laws the president has to enforce. This means the president is limited to acts within the scope of power that Congress gives him unless the Constitution gives the president a power that cannot be regulated this way. Congress passes the law that adopts the federal budget. This means that the president can only do as much as the Congress will let him pay for. Congress can impeach a president and then turn him out of office for what the Constitution calls "high crimes and misdemeanors." This ensures that the President follows the laws like everyone else has to. There are many more examples.
There seems always to be a bit of a power struggle between the Legislative and the Executive branches of government. Congress passes legislation that the President is sometimes inclined to veto. Congress can attempt to override the veto, so there is mechanism in place to allow Congress to force its will in spite of an attempt by the Chief Executive to block it. The primary power that Congress has to limit the President's power is control of the Federal pursestrings. Congress decides where money will be spent, and how much.
it is when the president can get over ruled by congress if 2/3 of the congress pass the law and the president vetos it it is still passed because it makes sure the president dosent have to much power and that he or she can be over ruled
The framers of the constitution gave the President veto powers over acts of Congress so that Congress doesn't have all the power. In the same respect Congress can override a Presidential veto if necessary.
Congress has the right to approve or disapprove items in the president's budget request. The Senate has the right to approve or disapprove the president's appointments. Congress has the right to impeach and convict the President or Fire the President. Thus, congress has a lot of power. The founding fathers at the Constitutional Convention assumed that congress and not the President would take the leading role in the Federal Government. However, the inability of the politicians in Congress to work together made that original vision impossible. Thus, the president holds much of the power he holds by default. Just because Congress has not been able to get its act together for 220 years does not mean that will forever be the case.
yes i think that congress has too much power
In the United States the presidency has considerable power. However, congress can and does reduce his power from time to time. Much of his power arises by default and the unwillingness of congress to act. The president is the commander in chief of the armed forces. He can send an army to anywhere in the world but only if the congress allocates the money. Thus congress approves overall programs. The president appoints and directs the people who take care of the details. Whether or not the president is too powerful depends on the ability of congress to be specific.
