It depends on how you count them. Cairo, Egypt has about 7.8 million people. Washington, DC has about 0.6 million people. That number is somewhat misleading, since the area of the district itself is relatively small; most people who work in Washington don't live in the federal district. There is no "Mexico, D.C.": the Mexican equivalent to Washington, D.C. (i.e. capital of the country) is the Federal District, (Spanish: Distrito Federal) which for practical purposes, spans most of Mexico City.
