I think the answer is Yes. But the payment fee is ethically dubious and may even be illegal. Not sure however who will be first to take the UK Government to court. I suppose the real question would be why ever go to the UK if you can stay in Austria. A muich nicer friendlier country - I am from UK and live in Austria so I know both. My answer would be Don't bother. the British are vbeing very hostile to foreigners these days.
