Yes, but it will get very complicated. Your passport only allows you to stay in the U.S. for 90 days maximum. If you break that, you're breaking U.S. law- even if you're married. You can get married on your Passport, but you cannot stay in the U.S. indefinately. At some point within 90 days you will need to return to your home country. Here are the rest of the instructions... if you get married in the U.S.: Once you're married you may file an I-130 through USCIS. The I-130 will grant you a visa to travel back into the U.S. and also grants you "Conditional Residence." Since the approval from the I-130 only gives you Conditional Residence, you'll then need to file another form to "remove conditions". It's either an I-485 or an I-751- check www.uscis.gov to see for which you are qualifed. Needless to say: check on the USCIS webpage (www.uscis.gov) and the State Dept (travel.state.gov) webpage for any further details.

You aren't asked for a marriage certificate for a passport. You are required to give a birth certificate only. Depending on your state you may also be considered married if over 7 years. If you are a US citizen you should already have a US passport before you travel to Costa Rica. If you are a citizen of Costa Rica, you should obtain a Costa Rican passport, and you can then obtain a visa to visit the US, but not a US passport. US passports are only issued in the US. American embassies can issue visas.
