Before any passport is issued, the passport applicant's name is checked against a central name check system. A federal or state law enforcement investigative agency may request (address below) that a subject be placed in the passport name check system for notice before issuance even when there is no subject, the statute under which the subject is being investigated, and the agency address and phone warrant or other court order. The request should be in writing, and should include full biodata of the number of the officer to be contacted.
The answer is yes. It is possible to get a passport with a warrant out for your arrest. As long as your name isn't in the central name check system you will be fine. The only why your name would be in this system is if a request is put in by law enforcement. So if you for example Killed someone and are running then it's a bad idea but for a warrant lets say for probation violation you will be fine.

So if for example you committed a murder then mostly its in the system but if you have a warrant for lets say a probation violation or a fail er to appear then you will be fine. Define a "not active" warrant. If the warrant was witdrawn or quashed and it was not removed from "the system" due to clerical error you will be released. The officer or agency that arrested you will not be held liable but you may have a cause for action against the jurisdiction that failed to remove it from active status.
