That depends. Anyone from a Shengen Agreement country may travel to any other Shengen Agreement country without a passport. US citizens and Canadian citizens may criss-cross the border by land without passports. (for now...) There are other examples out there. No. You need a passport to get on the airplane and go through customs. If all ready in EU nations you don't need passports to move between countries., but if you go in places like Russia a visa is needed.
