The District of Columbia was created to meet the provision of the Constitution that said a seat of government should be selected which would be administered by the federal government. George Washington recommended a site for the federal city on the Potomac River because it was located at what was, at the time, the approximate geographic center of the United States.
There was a large debate as to where the capital should be located, but eventually it was decided that it would be located in Pennsylvania for the first ten years, then moved to Washington D.C.

This was actually part of an agreement between Alexander Hamilton and James Madison. Hamilton wanted his plan for assumption (where the government would pay all the revolutionary war debt) to pass, but Virginia would not accept it because they had already paid off their debt and did not want extra taxes. Madison (from Virginia) agreed that if the capital was placed in D.C, he would try to have Virginia pass assumption.

Washington chose it and then planned the city. Nothing was there until it was chosen to be the capital. It was a swamp. Adams was the first president to live in the White House and it wasn't finished.
